About this opportunity
Maui County is soliciting bids for purchasing and installing four HVAC units in Kalaupapa, Molokai, with proposals due August 18, 2026. The work is governed by Hawaii Revised Statutes Chapter 103D General Conditions and must comply with Kalaupapa Settlement Visitor Rules and Regulations, including a Risk Acknowledgment and Liability Waiver that all technicians must sign.
The scope requires removal of four existing Mitsubishi mini-split HVAC systems located at the Administration Office, Administrator Office and Conference Room, and Kalaupapa Store, and installation of four new energy-efficient replacement units compliant with applicable manufacturer, federal, state, and local codes. The contractor must provide written replacement recommendations, complete removal and installation, perform testing and commissioning, and deliver a minimum one-year parts and labor warranty plus manufacturer's extended warranty on compressors. The contractor furnishes all materials, equipment, tools, labor, and transportation to and from Kalaupapa; meals for all technicians during their stay; and bears all federal, state, and county tax obligations. The State of Hawaii Department of Health provides a Point of Contact, handles permitting, supplies local transportation and shared lodging at no charge, and disposes of removed units.
All contractors and subcontractors must be trained and certified; technician names must be submitted to DOH for permitting and approval on the Mokulele Airlines contractor list before work begins. Work must be coordinated with DOH to minimize operational disruptions and completed within the contracted period. Payments are processed through Purchase Order with a six- to eight-week timeline from invoice submission; no advance or partial payments are authorized unless stated in writing. Final payment is contingent upon submission of tax clearance documentation. Appendix A provides photographic documentation of current installation sites to inform bidding and planning.
