About this opportunity
The City of Toledo is requesting quotations for the purchase of an unmanned aerial vehicle (UAV) system for special operations, with bids due October 27, 2026 at 1:30 p.m. EST via the PlanetBids portal and bid opening at 2:00 p.m. EST the same day.
The UAV must be NDAA-compliant and CJIS-compliant for law enforcement and federal operations, with specified camera and thermal imaging capabilities, weather-resistant construction rated for heat and cold conditions, a controller, extra batteries, spare parts, tool kit, extra propellers, and carrying case included. All vendors must be registered on Sam.gov and submit bids electronically through PlanetBids.
The City will evaluate bids on a "lowest and best" basis considering bid price, past work experience with the City, and local preference under Toledo Municipal Code section 187.34. Bid prices must be stated to two decimal places with only one price per line item. Bid guaranties are mandatory in the form of a cashier's check, official check, or bid bond made payable to the City of Toledo; for bids of $75,000 or less, the guaranty shall be 2.5% of the bid amount (minimum $40, maximum $1,800), while bids exceeding $75,000 require a 5% guaranty subject to a $200,000 cap.
All awarded contractors must comply with the City's Living Wage requirements under Toledo Municipal Code Chapter 187: a minimum of $17.45 per hour with single health coverage not exceeding 15 percent of monthly wages, or $20.63 per hour without qualifying health benefits. Contractors must maintain Commercial General Liability insurance of $1,000,000 and Comprehensive Automobile Liability coverage of $500,000 per occurrence, naming the City as additional insured.
Required submissions include Project Paperwork, Line Items, the Bid Guaranty, and a signed contract. First-time City vendors must also submit Vendor Registration, Business Tax Registration, and City Paperwork; all vendors must provide notarized Child Support Affidavit, W-9, Insurance Certificate, EEO Compliance documentation, Debarment Certification, Living Wage Affidavit, and Worker's Compensation Certificate. The contract term does not exceed one year with renewal options at the City's discretion. Questions must be submitted in writing through the PlanetBids Q&A tab.
