About this opportunity
The Florida Department of Transportation (FDOT) is seeking competitive sealed bids for the purchase of state and federal wetland mitigation bank credits to offset freshwater forested wetland impacts across multiple water management districts. This 24-month term contract (DOT-ITB-25-9072-CA) will allow FDOT to acquire mitigation credits for five potential projects involving wetland impacts ranging from 1.0 to 75.0 acres in the Reedy Creek and Ocklawaha River areas. Vendors must possess valid state or federal mitigation bank permits and demonstrate credit availability at the time of bidding, with credits to be assessed using the Uniform Mitigation Assessment Method (UMAM). The solicitation allows bidders to submit pricing for state and/or federal wetland credits through three separate bid tables, with the Department reserving the right to award multiple vendors to meet its mitigation needs. The bid is due on May 13, 2025, at 8:00 AM EST, with credit purchases to be determined by the lowest cost per mitigation credit and the ability to fulfill project requirements.
Bidders must be registered in the State of Florida's MyFloridaMarketplace system and comply with several key regulatory requirements. Out-of-state corporations must be authorized to do business in Florida, and all bidders must adhere to Title VI of the Civil Rights Act, ensuring non-discrimination and providing opportunities for minority and disadvantaged business enterprises. The solicitation includes specific restrictions, such as prohibiting companies on the Scrutinized Companies Lists from bidding on contracts over $1 million. While no specific budget range is explicitly stated, the contract allows for flexible credit purchases based on project needs, with no guaranteed minimum quantity. Vendors must comply with state inspector general regulations and be prepared to potentially serve multiple water management districts, including the St. Johns River, Southwest Florida, and South Florida Water Management Districts. The Department maintains the flexibility to purchase credits from multiple vendors and may use excess credits for future qualifying projects.
