About this opportunity
The Florida Department of Transportation, Florida's Turnpike Enterprise, is soliciting written bids through an Invitation to Bid for state and federal freshwater herbaceous and forested wetland mitigation functional credits to offset approximately 15 acres of wetland impacts in Lake County, with questions due November 3, 2026 at 5:00 p.m. Eastern. Written bids are due November 10, 2026 at 2:30 p.m. Eastern, and the public opening is November 17, 2026 at 3:00 p.m. Eastern.
Eligibility is restricted to bidders registered with MyFloridaMarketPlace, authorized to transact business in Florida, and holding a valid state and/or federal wetland mitigation banking permit with available freshwater herbaceous and/or forested wetland mitigation credits. The source cites no set-aside or preference program. Bidders must also submit a Bidder Certification of Qualifications, a Foreign Country of Concern Attestation (PUR 1355), a scrutinized companies certification, an E-Verify certification, and an Affidavit Regarding Labor and Services.
The credits will offset impacts from widening Florida's Turnpike (SR 91) from four to eight lanes, within the St. John's River Water Management District Palatlakaha River Nested Cumulative Impact Basin. Bidders must provide required reservation letters and proof of credit transfer within forty-five calendar days after payment. Late reservation letters trigger a 1% payment reduction per day, withheld from associated invoices. No performance bond is required.
The Department will establish one or more indefinite quantity contracts with compensation based on the cost per mitigation credit purchased. The initial term is three years following issuance of the first Task Work Order (TWO), with renewal options potentially available for an additional three-year period contingent upon satisfactory performance. Payment is due upon Department approval of invoices within five business days of TWO issuance. MyFloridaMarketPlace transaction fees equal 1% of total payments received. The Department will award to the lowest bidder or lowest combination of bidders meeting project requirements. All material developed under the contract becomes Department property, and the contract is subject to Chapter 119 public records provisions.
