About this opportunity
The Florida Department of Transportation, Florida's Turnpike Enterprise is soliciting bids to purchase state and/or federal freshwater herbaceous and forested wetland mitigation functional credits to offset approximately 15 acres of wetland impacts in Lake County, Florida, with bids due September 15, 2026 at 2:30 PM Eastern Time and public bid opening at 3:00 PM the same day in Ocoee, Florida. Questions are due September 8, 2026 at 5:00 PM Eastern Time.
This is an indefinite-quantities contract with no guaranteed minimum purchase volume supporting the widening of Florida's Turnpike (SR 91) from four lanes to eight lanes within the St. John's River Water Management District Palatlakaha River Nested Cumulative Impact Basin.
Vendors must maintain valid state and/or federal wetland mitigation bank permits, current wetland mitigation functional credit ledgers, and service areas geographically encompassing the project or possess written verification from SJRWMD and/or Army Corps of Engineers accepting their credits for this project. Credits must be certified using approved assessment methodologies (UMAM, WRAP, or MWRAP). The Department will issue Task Work Orders on an as-needed basis; upon issuance, vendors must provide invoices within five calendar days and transfer documentation within 45 calendar days of payment. A 1% daily reduction in payment applies for each day reservation letters are delayed beyond three calendar days.
The Department intends to award one or more contracts to the lowest bidder(s) meeting its requirements. The initial contract term is three years following issuance of the first Task Work Order, with potential renewal options for an additional three years. All bidders must be registered in Florida's MyFloridaMarketPlace system, authorized to conduct business in Florida, and meet standard attestations including Foreign Country of Concern, Scrutinized Companies Lists, and E-Verify Certification. Performance bonds are not required. No pre-bid conference is scheduled.
