About this opportunity

The Florida Department of Transportation, Florida's Turnpike Enterprise (FDOT) is soliciting bids to purchase state and federal freshwater herbaceous and forested wetland mitigation functional credits under ITB DOT-ITB-26-8031-WG, with bids due June 26, 2026 at 2:30 PM and public opening at 3:00 PM. This is an indefinite-quantity contract with no guaranteed minimum purchase volume; the Department intends to award to the lowest bidder or lowest combination of bidders meeting its quantity requirements for approximately 30 acres of wetland impacts in Osceola County.

Qualified bidders must hold valid state and/or federal wetland mitigation bank permits and maintain current wetland mitigation functional credit ledgers. The scope requires delivery of freshwater herbaceous and forested wetland mitigation functional credits; all credits must transfer to the project within 45 calendar days of payment, with proof provided through agency ledger documentation or agency records. Bidders failing to provide required reservation letters within three calendar days of request incur a one percent daily reduction in payment.

Compensation is structured as a per-credit purchase price established through competitive bidding per Exhibit B. The initial contract term extends three years following issuance of the first Task Work Order. The Department's award decision will be posted June 30, 2026. Questions are due in writing by June 19, 2026 at 5:00 PM Eastern Time. No pre-bid conference will be held; no performance bond is required.

All bidders must register in Florida's MyFloridaMarketplace by bid due date and submit certifications including Foreign Country of Concern Attestation (Form 2), Scrutinized Companies Lists Certification (Form 3), E-Verify compliance attestation (Form 4), and Bidder Certification of Qualifications (Form 1). Bidders are subject to a one percent transaction fee on all state payments and must maintain general liability insurance and comply with Florida statutes addressing forced labor, convicted vendors, discriminatory vendors, and antitrust violators.
