About this opportunity

The Florida Department of Transportation (FDOT), District 1 Procurement Office, is soliciting bids for the purchase of wetland mitigation credits to offset impacts from the I-75 highway project extending from north of Golden Gate to south of Corkscrew in the Big Cypress Swamp basin, with bids due August 24, 2026 at 9:00 AM and public bid opening at 11:00 AM that same day.

Bidders must be actively registered in MyFloridaMarketPlace and possess valid state and/or federal mitigation banking permits with current ledger sheets demonstrating available credits. A 5% in-state preference applies to vendors with principal places of business in Florida when competing against out-of-state vendors whose states do not grant reciprocal preferences.

The scope addresses approximately 3.00 acres of anticipated freshwater forested wetland impacts and additional freshwater herbaceous impacts. Mitigation credits must be quantified using either the Uniform Mitigation Assessment Method (UMAM) or Wetland Rapid Assessment Procedure (WRAP). Vendors may bid on federal credits only, state credits only, or a combination. Pricing must be submitted as a per-credit cost for each mitigation credit type and category.

This is a 24-month term contract commencing upon award with no guaranteed minimum purchase quantity; FDOT will purchase credits on an as-needed basis via purchase order. Delivery of mitigation credits must occur within 14 days of purchase order receipt, with confirmation that formal adjustments to state and federal ledgers have been completed and approved by regulatory agencies. Payment is rendered upon formal ledger adjustments. FDOT reserves the right to award to the lowest responsive bidder or distribute purchases among multiple bidders to achieve the lowest overall cost and may conduct on-site inspections of mitigation sites and review supporting documentation prior to contract execution. Excess credits purchased beyond actual project needs are reserved for FDOT's exclusive future use and cannot be sold to third parties.

Technical questions are due August 18, 2026 at 2:00 PM. The intended award will be posted August 24, 2026 at 4:00 PM. All bidders must submit the Bid Sheet, In-State Preference Form, and Vendor Certification Regarding Scrutinized Companies Lists. All payments are subject to MyFloridaMarketPlace transaction fees.
