Gwinnett County, Georgia is requesting competitive quotes for medical oxygen and carbon dioxide supply on an annual contract, with quotes due December 17, 2021 at 2:00 p.m. The Department of Fire and Emergency Services seeks a supplier meeting FDA registration and compressed-gas manufacturing-practice compliance requirements.
The scope requires monthly delivery of approximately 595 oxygen D cylinders, 140 oxygen M cylinders, 4 M6 cylinders, and 3 CO2 cylinders (20-pound) to eight fire stations, the Fire Academy, and an apparatus location throughout Gwinnett County. Annual fills total an estimated 5,100 D cylinder fills, 3,200 M cylinder fills, 6 M6 fills, and 12 CO2 fills. Pricing must cover gas contents, delivery, return of empty cylinders, fuel surcharges, and industry fees; cylinder and tank rentals are separate line items. The supplier must be FDA-registered and compliant with Current Good Manufacturing Practice (CGMP) regulations, Compressed Gas Association (CGA) standards, and National Fire Protection Association (NFPA) codes. A fill location within 100 miles of the Gwinnett County Fire Department Central Warehouse, 24/7 emergency contact availability, online account access, and references demonstrating at least five years of comparable experience are mandatory.
The contract commences January 1, 2022 or upon award, with an initial one-year term and four additional one-year renewal options at the County's discretion. Pricing must remain firm for the initial contract term. Insurance requirements include Workers' Compensation, Commercial General Liability of $500,000, Auto Liability of $500,000, and Umbrella Liability of $1,000,000. Award goes to the lowest responsive and responsible bidder. Gwinnett County reserves the right to reject any or all quotes and negotiate terms with the lowest responsive bidder.
