About this opportunity

Gwinnett County Board of Commissioners is soliciting bids on duty and training ammunition for an annual contract with four optional one-year renewal periods, with bids due October 3, 2022 at 2:50 p.m. local time (extended by Addendum 1 from September 27). The county does not accept electronic submittals; only firms not on the Gwinnett County ineligible source list may bid.

The scope covers approximately 1.6 million rounds across 36 line items split into duty ammunition (approximately 579,000 rounds in 17 line items) and training ammunition (approximately 920,000 rounds in 18 line items). Duty ammunition includes various calibers such as 9mm and .308 Winchester with critical duty hollow point and full metal jacket configurations; training ammunition specifies brass or nickel-plated brass cases and copper-jacketed Total Metal Jacket bullets for handgun rounds, with compliance required for indoor range bullet trap standards. All duty ammunition must use factory-new cases (no reloads) and meet specified reliability standards; the county reserves the right to conduct on-site testing at the Police Training Complex at the vendor's expense to evaluate equivalents. Delivery is F.O.B. destination to three designated county facilities serving the Departments of Corrections, Police Services, and Sheriff.

Bidders must provide unit pricing for boxes and cases with pricing firm for the initial contract term; renewal option pricing must note any proposed percentage increases or decreases. Successful suppliers must maintain insurance coverage with an A.M. Best rating of A-5 or higher and comply with county requirements regarding worker verification, code of ethics disclosure, and electronic payment methods. The county awards to the lowest responsive and responsible bidder and reserves the right to split awards among multiple bidders, negotiate with responsive and responsible bidders, or reject any or all bids. Questions are due September 22, 2022. Award information shows four bidders submitted; Gulf States Distributors, Inc. and Precision Delta Corporation were selected as vendors.
