About this opportunity
The City of Toledo is requesting quotations for the purchase of a digital X-ray system for its Bomb Squad, with bids due November 3, 2026 at 1:30 PM EST. A local-vendor preference applies under Toledo Municipal Code section 187.34, and evaluation is based on the lowest and best offer considering bid price, past work and experience with the City, and applicable local preference.
The scope is a single digital X-ray system with a 10" x 12" to 12" x 14" display, maximum weight of 4 lbs with battery, MIL-STD-810G-validated durability, IP67 minimum rating, automatic exposure detection, border dead space no greater than 3 millimeters, pixel size no greater than 100 microns, integrated WiFi, one detachable handle, one adjustable X-ray panel stand, at least two batteries with charger, necessary connection cables, onboard storage for at least 200 images, full XTK software integration, and 24/7/365 manufacturer customer support.
Bid submission is exclusively through the City of Toledo's PlanetBids portal. All bids require a bid guaranty (bid bond or certified/cashier's check payable to the City), project paperwork (including Primary/Subcontractor Agreement Certificate and Acknowledgement & Acceptance of Terms & Conditions), a signed vendor contract, and line items with prices to two decimal places. Bid guaranty amounts are 2.5% of bids of $75,000 or less (minimum $40, maximum $1,800) or 5% for bids exceeding $75,000 (maximum $200,000). Failure to provide a bid guaranty renders the submission non-responsive. Bid opening is scheduled for 2:00 PM EST on November 3 via Zoom, with preliminary results available within one day on PlanetBids.
Vendors must complete vendor registration, business tax registration, notarized child support affidavit, W-9, certificate of insurance naming the City as additional insured, workers' compensation certificate, EEO compliance documentation, debarment certification, and living wage affidavit. For contracts exceeding $10,000, the living wage minimum is $17.00 per hour or 110% of the federal poverty level (whichever is greater), or $20.09 per hour if health benefits are not provided. Commercial General Liability coverage is required at $1,000,000 minimum for products completed operations aggregate and per occurrence; Comprehensive Automobile Liability at $500,000 per occurrence. The contract term is effective upon the Mayor's signature and continues until all obligations are performed, not to exceed one year, with renewal options available. All deliverables must be shipped F.O.B. to the point of delivery, with title and risk of loss passing to the City upon receipt, examination, and acceptance. Warranty is minimum one year from delivery. Performance bonds and project labor agreements may be required upon award recommendation.
