About this opportunity

The State of Maine is soliciting quotes for the purchase of 400 military HMMWV tires, with bids due February 11, 2011 at 2:00 p.m. local time.

Prospective bidders must submit a debarment certification attesting that they and their principals are not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from covered transactions by any Federal department or agency. Within the three-year period preceding the proposal, vendors must confirm they have not been convicted of or had civil judgments rendered against them for fraud, criminal offenses, anti-trust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, or receipt of stolen property in connection with public transactions. Vendors unable to provide full certification must submit a written explanation; failure to furnish either a certification or explanation results in disqualification.

The scope is 400 military-grade HMMWV tires with detailed specifications for tire dimensions, load ratings, tread patterns, and performance standards for compatibility with the state's military vehicle fleet. Separate unit prices are required for each item, stated in units of the quantity specified and delivered to destination, including all trade or quantity discounts. All transportation charges, including freight and express delivery, shall be prepaid and at the contractor's expense. The State is exempt from federal and Maine state sales and use taxes and should not be quoted those taxes.

Awards will be made to the lowest responsible bidder offering the best value to the State, with consideration given to quality, conformity to specifications, delivery date, and overall cost. Cash discounts of 20 days or more are considered in determining the low bidder. In the event of tie quotes, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The Division of Purchases reserves the right to increase or decrease quantities by 10 percent. Quotes must be submitted electronically and may be withdrawn by written notice prior to final contract issuance.
