About this opportunity
The Maine Military Authority is requesting quotes for the purchase of one 2,000-gallon and one 3,000-gallon underground oil-water separator unit, with quotes due November 19, 2010. The approved manufacturer is Highland Tank and Manufacturing Company (Stoystown, Pennsylvania); no substitutions are permitted.
The scope requires two Highland Tank models — the HTC-2000 for Building 7230 and the HTC-3000 for Building 7220 — both designed for gravity separation of oils and solids from vehicle-washing and maintenance wastewater. Equipment must be UL-SU2215 listed, UL-58 compliant for steel underground tanks, and NFPA 30 compliant. Units are to be installed belowground with top access at floor slab grade at 125 Kansas Road, Limestone, Maine. Bidders must submit shop drawings showing principal dimensions and all fittings, plus three complete sets of installation, operation, and maintenance instructions. The manufacturer provides a one-year warranty on material and workmanship defects plus a 30-year limited warranty for corrosion and structural defects.
All goods must conform to the Buy American Act. Pricing must include all freight and delivery charges to the Limestone facility. The Maine Military Authority accepts the State of Maine Procurement Card with no surcharges permitted, and pricing must reflect the final cost regardless of payment method. Bidders must provide their complete legal company name, DUNS number if applicable, and CAGE code, and must pass screening through the federal Excluded Parties List System (EPLS). Vendors unable to provide complete federal debarment certification per Executive Order 12549 and 29 CFR Part 98 must attach detailed explanation to their proposal; failure to furnish certification or explanation disqualifies the participant. Questions must be submitted through the online Question and Answer link on the Solicitation Details View page.
