About this opportunity

The City of Rosenberg, located in Fort Bend County, Texas, is soliciting bids for Invitation to Bid #2025-52B, which involves the purchase and installation of natural gas generators at three municipal locations: City Hall, Police Department, and Fire Station No. 2. The project requires removing existing diesel and natural gas generators and installing new permanent natural gas generators with automatic transfer switches, specifically a 150kw generator at City Hall, a 250kw generator at the Police Department, and a 40kw generator at Fire Station No. 2. The primary objective is to mitigate power loss during natural hazards, with installations complying with the latest federal, state, and local codes and standards. Contractors will be responsible for equipment removal, new generator installation on concrete pads, gas meter connections, and ensuring full operational compliance. The bid was released on April 14, 2025, with a non-mandatory pre-bid meeting scheduled for April 23, 2025, at 10:00 am, and questions are due by May 2, 2025. The final bid submission deadline is May 8, 2025, at 2:00 pm, with all submissions required through the OpenGov Procurement Platform.

The contract will be partially funded by FEMA financial assistance, which mandates that the selected contractor comply with federal regulations, executive orders, and FEMA policies. While no specific set-aside designations were mentioned, bidders must provide comprehensive documentation including insurance certificates, vendor questionnaires, and compliance forms. The project will require contractors to have expertise in generator installation, electrical systems, and compliance with municipal infrastructure standards. Although a specific budget range was not disclosed, the scope involves replacing generators at three municipal facilities, suggesting a substantial project investment. Vendors must register on the OpenGov Procurement Platform to receive official notifications, with the city emphasizing that information obtained from sources outside the platform is at the vendor's own risk. The contract will require full turnkey services, including equipment procurement, removal of existing infrastructure, new installation, and ensuring operational readiness of critical municipal facilities.
