About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids for the purchase and implementation of mass spectrometry instrumentation for water analysis at The Water Tower Institute in Buford, Georgia under ITB BL011-23, with bids due January 20, 2023 at 2:50 p.m.

Three instruments are required: a Gas Chromatograph-Mass Spectrometer (Shimadzu GCMS-QP2010 SE or approved equivalent), an Inductively Coupled Plasma-Mass Spectrometer package (ICP-MS or approved equivalent), and a Liquid Chromatography with tandem mass spectrometry system (Shimadzu 8050 with PFAS kit or approved equivalent). All systems must meet EPA method requirements 524.4, 8260C, and 8270D for volatile and semi-volatile organic compounds and taste/odor analysis. The county estimates approximately 100 samples per month per analysis type. Bidders may propose individual line items but the county intends to award all three to a single responsive and responsible bidder if possible, while reserving the right to award by line item.

Unit pricing must be submitted as lump-sum amounts for each instrument and include all delivery, installation, in-person training for 1–3 people, one-year consumable kits sized for estimated volume, and one-year warranty coverage. Bids must be submitted in duplicate in sealed containers. Bidders must provide three project references of similar size and scope and acknowledge receipt of Addendum #1 or face disqualification.

Successful bidders must obtain comprehensive insurance coverage (workers' compensation, commercial general liability and auto liability at $500,000 per occurrence, and umbrella liability at $1,000,000) with A.M. Best ratings of A-5 or higher and authorization to do business in Georgia. Bidders must comply with E-Verify requirements, provide a Code of Ethics affidavit, and submit a Contractor Affidavit and Agreement if the contract exceeds $2,499.99. Questions are due January 13, 2023, directed to Purchasing Associate II Brittany Bryant at brittany.bryant@gwinnettcounty.com or 770-822-7759. Award will be made to the lowest responsive and responsible bidder, with notification posted on www.gwinnettcounty.com following the Board's decision.
