The procurement includes specific preferences for local small businesses (OCLSB) and disabled veteran business enterprises (DVBE), offering a 5% bid price reduction for certified businesses and potentially up to an 8% reduction for businesses certified in both categories. To qualify for these preferences, businesses must maintain a principal center of operations within Orange County and be certified by the California Department of General Services. The contract includes a 2% administrative rebate for additional contracts with governmental or non-profit entities and prohibits price increases during the first contract year. Subsequent price adjustments require documented proof of cost increases with a minimum 30-days advance notice.
