About this opportunity

Orange County Sheriff-Coroner Department is requesting bids on pre-packaged luncheon meat for Orange County Jails inmate meals through an Electronic Invitation for Bids, with bids due October 27, 2023 and a questions deadline of October 10, 2023. Orange County has established Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies; bidders may participate by following certification requirements outlined in the solicitation.

The scope requires pre-packaged luncheon meat meeting specified quality and safety standards, with delivery to support consistent inmate meal preparation. Bidders must submit samples of two units each from three different flavors for line items one through eight to the County of Orange Sheriff-Coroner Department Commissary Warehouse located at 1530 South State College Boulevard, Anaheim, California 92806, Attention Robert Flores, by bid closing. All submissions must be electronic through OpenGov Procurement; hand-deliveries, email, and late submissions will not be accepted. Samples will not be returned and will be retained for comparison throughout the contract term.

Award determination is based primarily on the overall lowest responsive and responsible bid, subject to Sheriff-Coroner Department and Purchasing Services Bureau approval, which includes review of bidders' qualifications and references. Bids must be provided for each item separately unless the County determines that "all or none" bids serve its interests. Out-of-state contractors must include a California sales tax permit number. The County reserves the right to accept or reject any or all bids, cancel the solicitation, award to one or multiple bidders, and waive irregularities deemed correctable. Bidders may protest specifications up to five business days prior to bid closing and may protest award decisions up to five business days after notice of proposed award.
