About this opportunity

The Metropolitan Transit Authority of Harris County, Texas (METRO) is soliciting bids for the purchase and delivery of paper products to METRO locations under IFB with bids due June 10, 2026 at 2:00 p.m. Central Standard Time, and public bid opening on June 11, 2026 at 10:00 a.m.

No Small Business Participation goal is established, though METRO encourages small business participation. Bids are evaluated on a firm fixed-price basis. All items must be delivered FOB destination to METRO's Central Supply Warehouse at 1220 McCarty Drive, Houston, Texas 77029 within thirty calendar days of the contractor's receipt of a release order.

The contract period is three years or until the contract's not-to-exceed amount is expended, whichever occurs last. The contract is funded entirely with federal funding, and METRO is exempt from federal excise, transportation, and Texas state sales and use taxes; contractors must not include these taxes in invoices. Two years of audited financial statements are required and will be returned after review.

Bids must be submitted electronically through METRO's EUNA (Bonfire) procurement platform and as one hardcopy to the METRO Procurement Office at 1900 Main Street, 8th Floor, Houston, Texas 77002. The bidder's questionnaire and all required forms must be completed and submitted with the bid; bidders who fail to acknowledge receipt of all amendments or provide original signatures may be deemed non-responsive. METRO reserves the right to award multiple contracts or reject any and all bids.

Contractors must comply with equal employment opportunity, VEVRAA protected veterans requirements, ethical conduct standards, and prohibitions on discrimination against firearm entities, Israel boycotts, energy company boycotts, and COVID-19 vaccine passport requirements. Award is contingent upon METRO Board of Directors approval, with anticipated board action on June 25, 2026, and contract execution estimated for July 1, 2026.
