About this opportunity

The County of Orange Sheriff-Coroner Department is seeking competitive bids for the purchase and delivery of a single Fluke Infrared FLK-TIX580 Camera with specific technical requirements, including a 34-degree lens angle, rotating body style, and 640x480 infrared display resolution. This is a fully electronic solicitation that requires vendors to submit bids through the County's online bidding system by May 13, 2025, at 4:00 pm, with a bid validity period of 365 days after the closing date. The procurement covers the camera, associated sales tax, and shipping, with delivery to be completed within 180 days of contract execution at the Research and Development Building in Orange, California. Delivery is restricted to Monday through Friday between 7:30 a.m. and 5:00 p.m., excluding county holidays. The contract will be awarded to the lowest responsive and responsible bidder meeting all solicitation requirements, with a firm fixed-fee structure that prohibits price increases during the first contract year.

The solicitation includes specific preference policies favoring Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), requiring bidders to be certified by the California Department of General Services as a Small Business and/or DVBE. Vendors must maintain principal operations within Orange County and have a local business address or valid business license. The contract allows for Electronic Funds Transfer (EFT) payment and requires contractors to guarantee that quoted prices are equal to or less than prices offered to other local, state, or federal government entities for similar services. While the total contract amount is currently marked as to be determined (TBD), the procurement is specifically for one infrared camera with associated costs. Contractors must be prepared to provide documented proof of any potential cost increases, with a minimum of 30 days' advance written notice, and invoices will be processed within 30 days of receipt by the Sheriff-Coroner's Accounts Payable department.
