The procurement involves four specific line items: SigmasTek 12V 150 Ah Front Term VRLA batteries with intercell connectors, individual Alsolyte 100G-29 flame retardant cells for high-rate discharge, required packaging for individual cells, and EnerSys PowerSafe 12V92F batteries. These batteries are intended for the Radio Microwave Unit (RMU) team's backup power systems for air conditioning at the Loma Ridge facility and power for dispatch and control operations. Bids must be submitted electronically through the County's online bidding system by December 30, 2025, at 4:00 PM, with all questions and requests for clarification due by December 22, 2025, before 4:00 PM. Vendors are required to provide new, defect-free products with delivery within twenty calendar days of order receipt. The County will evaluate bids based on responsiveness, responsibility, and potentially award to the lowest bidder, with the ability to make multiple awards or defer award for up to 90 days.
The solicitation offers a five percent preference for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, with a maximum preference deduction of $100,000. Participating vendors must have valid California business licenses, maintain active registration with the California Secretary of State, and comply with all applicable laws and regulations. Upon contract award, the winning bidder must submit certificates of insurance, W-9 forms, DUNS numbers, and UEI numbers within seven days. The contract is structured as a firm fixed-fee agreement with an initial three-year term, potentially renewable for two additional one-year periods. Vendors must maintain comprehensive insurance coverage, including $1,000,000 in commercial general liability and automobile liability, statutory workers' compensation, and employers liability insurance. While no specific budget range is explicitly stated, the contract includes provisions for pricing comparable to other government entities, with no price increases permitted during the first contract year and a requirement for documented proof of any subsequent cost increases.
