About this opportunity

The County of Orange Sheriff-Coroner Department is requesting competitive bids for purchase and delivery of ammunition, training ammunition, and related supplies, with bids due December 9, 2024, at 4:00 p.m. via the County's online bidding portal. This is a standing contract solicitation; only electronic bids will be accepted.

The scope includes 32 line items for factory-loaded training ammunition across multiple calibers (9MM, .40, .45, 5.56MM, 12 gauge, .223, .380, .22 caliber, and others) in cases of 500 to 5,000 rounds, plus 12 miscellaneous ammunition line items with specified manufacturer product codes (Federal and CCI/Speer brands). Packaging must be bulk cases with a minimum of 500 rounds or standard 50-round boxes (10 boxes per case). Ammunition must be factory-loaded only; reloads are not permitted. Delivery locations span six Orange County facilities serving the Sheriff-Coroner Training Division, S.W.A.T., Reserve Forces, Crime Lab, and Investigations divisions.

Bidders seeking preference must hold Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certification. A valid D-U-N-S number and UEI number are required prior to contract award.

The contract term is three calendar years from execution, with two optional one-year renewals by mutual written agreement. Pricing is firm fixed-price per line item with no price increases permitted in the first year; subsequent increases require documented cost-increase justification with 30 days' advance notice. No guarantee of usage volume is provided. The County will automatically extend any price decreases to all purchases and requires pricing to be equal to or less than those quoted to other local, state, or federal government entities. The contractor must handle used brass collection and provide credits at current market rates, with pickup fees deducted from credits. Incorrect deliveries must be replaced at contractor expense within five business days.

Questions are due December 4, 2024, at 4:00 p.m. Bids remain valid for 365 days from closing. Award will be made to the lowest responsive, responsible bidder. The County reserves the right to make multiple awards or reject any or all bids.
