About this opportunity
The County of Orange District Attorney is requesting competitive bids for the purchase and delivery of ammunition across 19 line items spanning nine calibers (9mm Luger, .40 Smith & Wesson, .45 Automatic, .223 Remington, .38 Special, .380 Automatic, and 12-gauge shotgun rounds) under IFB, with bids due July 15, 2026 at 2:00 p.m. Pacific Time and questions due July 8, 2026. A preference for Orange County Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE) certified by the California Department of General Services applies.
Each line item is priced per 1,000 rounds with no minimum order guarantee. The County requires lead-free ammunition designed to remove airborne lead at the firing line. All ammunition must be available for will-call pickup Monday through Friday between 8:00 a.m. and 4:00 p.m. Pacific Time, excluding County holidays. The contract is a cooperative purchasing vehicle available for use by all Orange County departments and qualifying governmental entities.
The initial contract term is three calendar years effective August 22, 2026, with two optional two-year renewal periods subject to mutual written agreement and Board of Supervisors approval. The contract operates on a firm fixed-price basis with unit pricing for each ammunition type. No price increases are permitted during the first contract year; subsequent increases require 60 days' advance written notice with documented proof of cost increases. All price decreases automatically extend to the County. The contractor must remit a 2 percent administrative rebate on total sales from subordinate contracts with other agencies and submit quarterly volume sales reports to Pavilion, the third-party administrator.
The County requires comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Employers Liability ($1,000,000 per accident). Successful bidders must provide a valid DUNS number, UEI number, proof of insurance with additional insured endorsements, and current W-9 or W-8 forms within seven days of award notification. Bids must be submitted electronically through the County's online portal at https://procurement.opengov.com/portal/ocgov. The County reserves the right to make multiple awards and will select the lowest responsive, responsible bidder.
