About this opportunity

Hillsborough County, Florida intends to award a sole source procurement to Environmental Equipment Services, LLC (EES) for pumping and process equipment, parts, and maintenance services under Section 3-205(2)(e) of the County's Procurement Policy. The procurement encompasses a five-year contract with an estimated total value of $7,616,700.00, covering equipment, parts, rental services, shipping and freight, and labor costs from ten major manufacturers: Ruhrpumpen, Inc., Atara Equipment, Centrisys CNP, DuPont de Nemours, Inc., Lone Star Turbo, Ross Valve Mfg. Co., Inc., Smith & Loveless Inc., Landia, Inc., Headworks International, and Jaegar Aeration LLC. The labor component includes regular maintenance and installation at $120 per hour (1,000 hours), weekend and holiday work at $180 per hour (25 hours), and overtime at $240 per hour (30 hours), plus a $5,000 mobilization fee, with all equipment and parts subject to a 10 percent discount. EES has been identified as the sole exclusive provider and distributor of these proprietary equipment, parts, and maintenance services in Florida. This is a sole source notice, not a competitive procurement; however, interested contractors who believe they can provide all identified proprietary parts, goods, and services may submit written challenges to the intended award through the Euna Procurement system by the close date of April 17, 2026. The County will review any properly submitted challenges to determine whether bona fide competition exists, and absent valid challenges, an award will be made following the close date.

This procurement contains no specific set-aside designations or restrictions limiting participation to disadvantaged enterprises or particular organizational types; however, the sole source nature of the award means that only EES, as the exclusive authorized distributor for all ten specified manufacturers in Florida, qualifies for the contract unless a challenger successfully demonstrates the availability of bona fide competition. Environmental Equipment Services, LLC is the identified incumbent vendor and current exclusive provider of these specialized pumping and process equipment services. The County reserves the right to extend the contract term beyond the initial five years, adjust the scope of services in response to changing operational conditions and updated requirements, and increase the award value accordingly to accommodate such modifications. No bidders' meetings, site visits, or question submission deadlines are specified in the procurement notice. With an estimated five-year cost of $7,616,700.00, this represents a significant capital and maintenance investment for the County's pumping and process equipment operations.
