A non-mandatory pre-bid meeting is scheduled for September 8, 2026 at 9:00 a.m., and written questions are due September 11, 2026 at 5:00 p.m.
The scope encompasses rehabilitation and upgrade of the pump station facility including temporary bypass pumping systems, installation of County-furnished equipment (two ABS Model XFP-100E pumps, guide rail assemblies, check valves, duplex pump control panel in NEMA 4X stainless steel enclosure, and control systems), wet well piping replacement, electrical improvements, SCADA coordination, wet well inspections, piping lining, and testing and commissioning of the rehabilitated facility. The contractor must provide all labor, supervision, equipment, tools, and materials necessary for completion. Detailed technical specifications and performance standards are contained in the supplemental specification document (2027-06_Supplemental_PS_87_Rehab.pdf).
The contract term is thirty calendar days from Notice to Proceed, subject to adjustment for excusable delays. Bid security in bond form is required for bids exceeding $25,000, at a minimum of five percent of the total bid amount. The successful bidder must provide performance and payment bonds each equal to one hundred percent of the total contract amount, issued by a corporate surety authorized to do business in South Carolina. General liability insurance of $1,000,000 and automobile liability of $1,000,000 are required, with workers' compensation as mandated by state law and Dorchester County named as additional insured. Liquidated damages are assessed at $1,000 per day for delays beyond contract completion. Payment is made within thirty days of approved invoices, with the contractor entitled to request ninety percent of completed work value monthly; retainage is ten percent until seventy-five percent completion, then reduced to five percent. All bids must be submitted electronically through the OpenGov Procurement Portal and remain valid for at least sixty days from opening. The County reserves the right to reject any or all bids and award to the lowest responsive and responsible bidder.
