About this opportunity

The City of Santa Monica Fire Department is requesting bids on design and delivery of a mobile water-capture and recirculation training prop with an integrated standpipe system under ITB, with bids due October 26, 2026 at 3:00 p.m. Pacific Time and questions due October 15, 2026 by 3:00 p.m. Pacific Time.

The pump recirculation tank must be portable, mounted on a DOT-compliant USA-manufactured trailer with 10-gauge minimum steel construction, 2,000–3,000 gallon water capacity, six nozzle mounting locations, a functional fire department connection with at least three 2.5-inch inlets, and a roof opening of at least 25 square feet to receive master streams at 1,000 GPM or greater. The system must accommodate 6-inch hard suction drafting hose and miscellaneous equipment storage. The standpipe training prop requires a 4-inch galvanized Schedule-40 manifold, six 2.5-inch Class I standpipe valves, three types of pressure-reducing valves, three globe valves, and heavy-duty casters with powder-coated steel frame construction. The system supports high-volume hose-stream training, fire engine pump testing, standpipe operations, and pressure-reducing valve instruction while reducing water consumption during training exercises.

Bidders must hold a valid California contractor's license and obtain a City of Santa Monica Business License if required. All materials and equipment must be new, unused, current production year items with manufacturer's warranties of at least one year. Prices must be quoted F.O.B. destination Santa Monica with separate line items for the mobile training prop unit, pump testing manifold, standpipe prop assembly, aluminum reducer fittings, pressure-reducing valves, and shipping and delivery costs. Payment terms are net thirty days from delivery and invoice receipt. Bid prices remain firm for ninety days from opening. Successful bidders must obtain Commercial General Liability coverage of at least $1,000,000 per occurrence and Automobile Liability coverage of $1,000,000, with the City named as additional insured. If the award amount exceeds $25,000 annually, bidders must submit an Oaks Initiative Disclosure Form. The City reserves the right to award to the best bidder based on price, quality, ability, capacity, financial resources, character, integrity, reputation, and other factors under City Charter Section 608, and may award to separate bidders on different line items.
