About this opportunity
The Maine Department of Transportation is requesting bids on a pull-type roller compactor with bids due September 16, 2010. This is a sealed-bid procurement under the State of Maine's Division of Purchases with award to the lowest responsible bidder based on best value.
The compactor must be hydraulically operated, capable of transitioning from transport to operating position via controls from the operator's station. Frame construction must use 5" x 5" x 5/16" square tube; the compactor drum 24 inches in diameter by 66 inches long with 1-inch wall thickness and 2-inch shaft meeting 1045 CR round standards; bearings 2-inch E-type; and tires Goodyear ST205/75R15 load range C or equivalent. The hydraulic vibrator must generate a minimum 7,000 pounds of force while consuming no more than 8.5 gallons per minute at 2,000 PSI. The hitch must accommodate a 24-inch rear body overhang with two high-tensile 3/8-inch safety chains fitted with slip hooks and safety latches. The unit must include hydraulic wheel positioning, cylinder locks on all hydraulic cylinders, and magnetic-mounted brake, turn signal, and clearance lights. Bidders must submit specification sheets identifying any exceptions to listed specifications; failure to identify exceptions constitutes acceptance of all specifications as written.
Delivery is to MaineDOT Fleet Service at 105 Capitol Street, Augusta, Maine. All bid pricing must include shipping and delivery. The manufacturer must provide two complete parts manuals, two service manuals, and two operator's manuals with each unit. Manufacturer's standard warranty applies with terms and conditions stated in the bid proposal, commencing from the in-service date.
Evaluation considers price, warranty terms, manufacturers' performance data, delivery schedule, parts availability, and other factors deemed appropriate. Tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. The State is exempt from Federal taxes and Maine State Sales and Use Taxes; bidders should quote accordingly. MaineDOT will consider demonstration models.
