About this opportunity
The City of College Park, Maryland is requesting proposals for a public safety services study (RFP CP-27-03) with proposals due December 4, 2026 at 2:00 p.m. The study will evaluate whether the city should continue, modify, expand, or replace current policing arrangements within its corporate boundaries.
The scope requires the consultant to review current arrangements with the Prince George's County Police Department and other law enforcement partners; analyze crime statistics and service demands; assess operational models ranging from continuation of current services to creation of a standalone municipal police department, modification of existing memoranda of understanding, contracted services with other agencies, and hybrid or non-policing public safety strategies; and develop implementation timelines. The city currently maintains two full-time equivalent officers based at City Hall through an MOU with PGPD (established in 2004), supplemented by approximately 15.5 full-time equivalent part-time officers, plus agreements with University of Maryland Police and other regional law enforcement partners serving approximately 35,000 residents.
The consultant must demonstrate understanding of Maryland and regional municipal law enforcement operations and university communities (20% weight), quality of proposed methodology (15%), experience evaluating interagency agreements and municipal police department formation (15%), experience with Maryland Police Training Commission requirements (15%), quality of references (15%), cost proposal (15%), and RFP adherence (5%). Submissions must include firm overview, team qualifications and resumes, proposed methodology, detailed work plan and timeline, examples of similar studies, client references, and itemized fee structure by task. The consultant must carry comprehensive general liability insurance of $2,000,000, automobile liability of $1,000,000, professional errors and omissions insurance of $1,000,000, and workers' compensation insurance meeting Maryland statutory limits.
The City will accept lump-sum fee proposals. Work commences within ten days of Notice to Proceed, with desired project completion by late summer 2027. Questions are due November 4, 2026 at 9:00 a.m., with responses provided by November 12, 2026 at 5:00 p.m.
