About this opportunity

Stanly Community College is requesting qualifications for commissioning agent services on a new 30,000-square-foot Public Services Building construction project, with letters of interest due October 6, 2026 at 1:00 p.m. EST. Commissioning agent selection is mandated under Section 704 of the State Construction Manual and General Statute 143-135.37(d), establishing a required procurement rather than discretionary engagement.

The scope encompasses comprehensive review of components, equipment submittals, and plans provided by the architect and contractor; all testing, balancing, start-up, and adjustments in accordance with North Carolina statutes for public buildings; review of operation and maintenance manuals, project as-builts, and associated documentation; and delivery of commissioning reports to the owner prior to project closeout. The work must comply with Article 8C, which establishes Performance Standards for Sustainable, Energy Efficient Public Buildings under General Statutes 143-135.35-40, positioning energy and sustainability performance as decision-relevant compliance areas.

The total project budget is $16.85 million, funded through OSBM Grants Approved 3-1 # 2923. Place of performance is 102 Stanly Parkway, Locust, North Carolina 28097. This is an RFQ; submittals are made through eVP. Inquiries should be directed to Shannon Shepherd, Director of Administrative and Facilities Services, at 704-991-0251 or sshepherd2420@stanly.edu.
