About this opportunity

The Maine Department of Education, Office of School Facilities is requesting proposals to develop a comprehensive Public School Construction Planning Manual to guide Major Capital School Construction planning across approximately 600 public schools, with proposals due July 2, 2026 at 4:00 p.m. local time via the Vendor Self Service System.

The scope requires revising the existing 21-Step Review and Approval Process into a framework encompassing a 5-phase process, 4 critical state approvals, and 16 detailed process steps, with supporting information compiled for each step. The awardee must conduct approximately 15 in-person meetings with Office of School Facilities staff to obtain input from state agencies including the Department of Transportation, Department of Environmental Protection, State Fire Marshal's Office, Army Corps of Engineers, Department of Health and Human Services, and Bureau of Parks and Land. The awardee must also administer approximately 2 in-person workshops with architects, cost estimators, and engineering professionals. The final manual and supporting graphics must be delivered in both electronic and print formats (6 copies) and must comply with State Accessibility Policy and Standards and the Americans with Disabilities Act. All work product becomes the sole and exclusive property of the Department upon creation.

The initial contract period runs from September 1, 2026 through June 30, 2028, with one optional renewal period from July 1, 2028 through June 30, 2030. All travel and material expenses must be inclusive of the total proposed cost, with travel costs not to exceed 5% of the total proposal cost and subject to State of Maine travel policies. The Department anticipates one award and payment on a net 30 basis upon receipt of accurate and acceptable invoices.

Proposals will be evaluated on a 100-point scale: 40 points for organization qualifications and experience, 35 points for proposed services, and 25 points for cost, with the lowest cost proposal receiving the full 25 points and higher bids receiving proportionally fewer points based on a mathematical formula. Questions are due June 18, 2026 at 4:00 p.m. local time. No best and final offers will be requested.
