About this opportunity
Blair County, Pennsylvania is seeking sealed bids for the procurement of two complete public safety grade small unmanned aerial systems (sUAS) with associated equipment through an electronic bidding process via the PennBid website. The deadline for electronic bid submission is 2:00 p.m. on March 30, 2026, with bids to be opened publicly on the same date and formally accepted or rejected at the Blair County Commissioners' meeting on April 2, 2026, at 10:00 a.m. The county intends to use these systems for law enforcement, emergency response, search and rescue, and mapping/inspection operations. The procured systems must be new, unused, manufacturer's current production models with deliverable systems comprising an aircraft, controller/ground control system, integrated sensor payload with mandatory visual imaging (greater than 40 MP), thermal radiometric and low-light/night imaging capabilities, batteries, chargers, spare propellers, docking compatibility, and all required software licenses. Critical technical specifications include compliance with NDAA Section 848 or Blue UAS approval status, a minimum 35-minute flight time, IP55 weather resistance rating, encrypted command and control support, and a minimum one-year manufacturer warranty. Delivery must be completed within 90 days of bid award, with the contract term set for six months from the award date. Bidders must provide comprehensive documentation including software bills of materials, cryptography statements, security compliance documentation with SSAE-18 SOC2 audit reports for non-Blair County hosted services, vulnerability disclosure policies, and proof of NDAA/Blue UAS compliance.
The bid specifications do not indicate any set-aside categories for disadvantaged enterprises, small businesses, or other restricted bidder classifications, suggesting that this procurement is open to all qualified vendors meeting the technical and compliance requirements. No incumbent vendors or current contractors are identified in the solicitation documents, indicating this is a new procurement with no existing infrastructure or technology requiring integration. The specifications do not establish a specific budget or award value for this procurement, and no renewal options are specified beyond the initial six-month contract term. Bidders are required to submit itemized pricing for all mandatory components and may provide optional pricing for enhancements such as laser rangefinder capability, multi-sensor simultaneous viewing, mechanical shutter camera, and RTK/precision GPS systems. Questions regarding the specifications should be submitted through the PennBid website, and the Blair County Commissioners reserve the right to reject any or all bids and accept the proposal deemed in the best interest of the county.
