About this opportunity
Greenville County, South Carolina is seeking proposals for a comprehensive Public Roads Pavement Condition and Asset Inventory Index Survey covering approximately 1,830 miles of county-maintained asphalt roadways. The procurement requires a qualified firm to conduct road surface testing using a mobile data collection vehicle equipped with GPS, high-resolution cameras, pavement profiling, and rutting sensors. The survey must adhere to ASTM D6433-18 Standard Practice, evaluating pavement distress conditions by measuring severity and extent of road surface deterioration. Specific deliverables include a Pavement Condition Index (PCI) for each road segment, a weighted PCI for each road, detailed pavement distress description data, and high-resolution images compatible with the county's GIS system (Cityworks) and PAVER software. The proposal evaluation will be conducted in two phases, with vendors scored on responsiveness, project understanding, previous experience, project management approach, and past performance. The proposal was posted on February 20, 2025, with a submission deadline of March 28, 2023, at 3:00 pm, and the county anticipates a project award on April 4, 2023, with a project completion timeline of 270 days following the Notice to Proceed.
While no specific set-aside designations or restrictions on respondent types were explicitly mentioned in the documents, the procurement requires vendors to meet comprehensive qualifications and insurance requirements. Vendors must provide detailed quality control plans, comprehensive reports summarizing pavement conditions across twelve council districts, and maintenance strategy recommendations. Insurance requirements include comprehensive general liability ($1,000,000 per occurrence), automobile liability ($1,000,000 per occurrence), worker's compensation, and professional errors and omissions coverage. Pricing should be structured on a per-mile basis, covering road data collection, inventory control assets, and potential additional scope items. Vendors must also submit references, qualifications, organizational charts, and description of image viewing software compatible with ESRI systems. Although a specific budget range was not disclosed, the extensive scope of surveying 1,830 miles of roadways suggests a significant project investment. The county will require vendors to provide a Substitute W-9 form for tax identification and payment processing purposes, indicating a formal procurement process with standard administrative requirements.
