About this opportunity

Galveston Housing Authority is requesting bids on renovation and rehabilitation of three public housing properties damaged by hurricane across Galveston County and Garland City, with bids due October 12, 2026 at 3:15 p.m. CST and a non-mandatory pre-bid conference on September 17, 2026 at 10:00 a.m. CST. The project is financed through CDBG-DR funds from HUD and is subject to Davis-Bacon prevailing wage requirements — a central compliance obligation. MBE, SBE, WBE, and Section 3 businesses are encouraged to bid.

The scope encompasses three properties: a 199-unit high-rise and 157-unit mid-rise (facade repairs, drive and parking paving improvements, door and window replacement, elevator and emergency power generator replacement) and a 20-unit duplex development (subfloor and flooring replacement). Work is located at multiple Garland City addresses and in Galveston County. Bids must be submitted electronically through civcast.com. A non-mandatory pre-bid meeting will be held at the Walter Norris Jr. Island Community Center in Galveston with Microsoft Teams access available; project site tours follow.

Bid documents are available for download at no cost through civcast.com. A bid bond equal to 5 percent of the bid amount, or an acceptable alternative such as certified check, bank draft, or U.S. Government Bonds, must accompany each bid for contracts exceeding $100,000. The GHA reserves the right to hold bids for up to 60 days from opening for review and investigation of bidder qualifications prior to award. All contractors and subcontractors must be non-debarred prior to contract award. The successful bidder must comply with GHA's Section 3 Policy and federal non-discrimination requirements based on race, color, religion, sex, sexual orientation, gender identity, and national origin. Upon award, the successful bidder will be required to furnish payment and performance bonds.
