About this opportunity
The City of Long Beach, Department of Health and Human Services, is requesting bids on public health vaccines on an as-needed basis under ITB HE-23-291, with bids due September 7, 2023 at 11:00 a.m. A local preference of up to 10 percent applies to Long Beach-based vendors, capped at $10,000 per bid, and does not apply to purchases funded by tidelands funds, grant funds, or State of California funds.
The scope comprises 18 vaccine items in specified quantities ranging from 5 to 300 units, including ActHIB, ADACEL TDAP, Hepatitis B, Tenivac, Typhim Vi, Yellow Fever, and Japanese Encephalitis vaccines. Bidders must provide inside sales representatives available by phone and field sales representatives for onsite visits. The contractor must maintain 95 percent monthly on-time delivery performance, deliver items within ten business days of request to 2525 Grand Avenue, and provide stock with expiration dates no sooner than twelve months after delivery.
The contract term is twenty-four months from award with no price increases permitted during the base period. The City reserves the right to extend for up to three additional one-year periods, with price changes after the base period not exceeding the Los Angeles-Riverside-Orange County Consumer Price Index for non-labor. Payment terms are Net 30; cash discounts under 14 days are not calculated. Bids are evaluated on a lowest-responsible-bidder basis with pricing submitted electronically.
Bidders must submit a debarment certification, five customer references, W-9 form, Equal Benefits Ordinance compliance certification, proof of California Secretary of State registration, and insurance certificates demonstrating commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, plus workers' compensation and automobile liability as required. The contract may be funded by federal granting agencies and requires compliance with Davis-Bacon Act requirements, drug-free workplace standards, and nondiscrimination provisions. Questions are due August 10, 2023 at 11:00 a.m.; city responses are provided by August 24, 2023. Addendum 1 was issued July 27, 2023, updating attachment documentation.
