About this opportunity

The City of Wheat Ridge, Colorado is requesting proposals from qualified consultants to update and modernize its Public Art Management Plan, with proposals due June 30, 2026 at 2:00 p.m. Mountain Time and an anticipated award date of July 31, 2026.

The consultant must develop a comprehensive, actionable framework for managing the City's public art collection, including policies and procedures for acquisition, maintenance, conservation, deaccessioning, and long-term stewardship. The updated plan must reflect current best practices in public art administration and incorporate input from City staff, the Cultural Commission, and other stakeholders. Key deliverables include a project schedule, existing conditions assessment, stakeholder engagement materials, draft and final management plans, updated public art inventory documentation, and digital copies of all supporting materials. Required qualifications include demonstrated experience preparing public art management plans for municipalities, knowledge of conservation and collection management best practices, stakeholder engagement capabilities, and strong document production and graphic design skills.

Pricing terms are negotiable. All rates for partners and support staff must be provided along with detailed statements of reimbursable expenses billed at cost without markup. Prices and fees must remain firm for one year following acceptance; subsequent price escalation requests are limited to one adjustment per contract term, capped at 3 percent of the original contract value and requiring written justification. The City of Wheat Ridge is exempt from sales and use tax.

The successful proposer must maintain commercial general liability insurance of $1 million per occurrence and $2 million general aggregate, professional liability/errors and omissions insurance of $1 million per claim and aggregate, and workers' compensation coverage. The City reserves the right to award based on best value rather than lowest price and may conduct oral interviews with short-listed firms. No portion of the work may be subcontracted without prior written approval from the City. Questions were due June 12, 2026 at 2:00 p.m. Mountain Time.

Opportunity text

The City seeks proposals from qualified consultants to update and modernize the City's existing Public Art Management Plan. The updated plan should provide a clear, actionable, and sustainable framework for the management, funding, maintenance, acquisition, deaccessioning, and long-term stewardship of the City's public art collection.

The consultant shall work collaboratively with City staff, the Cultural Commission, and other stakeholders to produce a contemporary, user-friendly document that reflects current best practices in public art administration and collection management.

The existing Public Art Management Plan shall serve as a foundational document for this effort; however, the City expects the selected consultant to critically evaluate and improve existing policies, procedures, organizational structure, and implementation strategies.
