About this opportunity
The City of Green Bay is seeking public art proposals for Farlin Park located at 1510 Harold Street, with the goal of creating artistic sculptures, amenities, and landforms that enhance the park's existing landscape. The Request for Proposal (RFP) 2023-36-1 specifically calls for vibrant, timeless artwork that incorporates twenty-one Goric EUROFLEX balls of varying sizes and creates a fun, whimsical statement suitable for all ages. Proposals must celebrate native flora, fauna, and pollinators while demonstrating durability in Green Bay's variable climate. The evaluation committee will score submissions based on three key criteria: design aesthetic and concepts (60 points), technical considerations (25 points), and proposal quality/presentation (15 points). Proposals are due on September 26, 2023, at 2:00 PM (CT) and must be submitted in one original and three physical copies, plus an electronic version on a USB drive. While a pre-bid site visit is not mandatory, vendors are encouraged to inspect the park location. Proposals are limited to twenty pages and must be organized into six specific tabs, including statements of interest, artist resumes, representative work documentation, and proposed artwork with site plans.
The procurement is open to professional artists located in the continental United States who are 18 years or older, with specific exclusions for City of Green Bay employees and immediate family members of commission members. Third-party submissions from galleries or art consultants will not be considered. The total project budget is $50,000, with the expectation that the selected artist or artist team will be awarded up to $25,000 for sculptures, though the City reserves the right to split the budget among multiple artists. The budget can cover various expenses including artist fees, purchase prices, travel, materials, fabrication, design, transportation, and insurance. Selected artists will retain design copyright under the Visual Artists Rights Act of 1990, but the City will own the final products and have exclusive rights to display and reproduce the work. Awarded artists must provide a Certificate of Insurance with minimum coverage from an A+ rated insurer, and must demonstrate proof of original creation without intellectual property infringements. The contract will require the selected artist(s) to complete design finalization, fabrication, delivery, installation, and provide comprehensive maintenance plans for long-term artwork care.
