About this opportunity

The Florida School for the Deaf and the Blind (FSDB) in St. Johns County has issued Invitation to Bid (ITB) 26-118 for the replacement of two electrical transformers on its St. Augustine campus. The procurement seeks qualified vendors to remove and dispose of existing transformers and supply and install one 300 KVA 3-phase pad-mounted TX-D1 transformer near MacWilliams Hall (Building #31) and one 225 KVA 3-phase pad-mounted TX-K transformer at Moore Hall (Building #1). All materials, labor, supplies, and acceptance testing in accordance with National Electrical Testing Association (NETA) guidelines are the vendor's responsibility. Proposals are due May 28, 2026, by 1:45 PM, with public opening scheduled for 2:00 PM the same day. A mandatory pre-response meeting and site visit occurred on May 6, 2026, at 10:00 AM, with attendance required for bid eligibility. Written questions were due by May 11, 2026, at 4:00 PM. Evaluation criteria include location proximity (maximum 5 points), minority and veteran business enterprise participation (maximum 10 points), current and past business with state or local agencies (maximum 15 points), experience and ability (maximum 15 points), and response pricing (maximum 40 points), with the award going to the lowest responsive and responsible bidder.

Respondents must be registered in MyFloridaMarketPlace (MFMP) and possess valid Florida licenses as required by Chapter 489 of Florida Statutes. All vendors must provide certificates of insurance and comply with state and federal regulations, including E-Verify requirements and background check standards under the Jessica Lunsford Act. The solicitation does not specify set-aside designations for disadvantaged enterprises, though minority and veteran business enterprise participation is included as an evaluation criterion worth up to 10 points. No incumbent vendors or existing infrastructure integration requirements are noted in the procurement documents. The maximum contract price is $100,000, with an estimated contract start date of June 19, 2026, expected completion by November 1, 2026, and contract expiration on December 1, 2026. The contract is not renewable, and the funding source is FSDB's available budget.
