About this opportunity
The Florida School for the Deaf and the Blind (FSDB) is issuing Request for Qualifications (RFQ) 26-104 for Design-Build services to renovate the Walker Annex (Building #7) located at 207 San Marco Avenue, St. Augustine, Florida. This comprehensive project encompasses a full interior remodel with reconfiguration of administrative, educational, media, and library spaces; replacement of the existing library addition; and upgrades to HVAC, lighting, fire protection, and technology systems, along with targeted exterior improvements including roof and window replacement, accessibility upgrades, and building envelope repairs. Design-Build firms must be qualified under Florida Statute 287.055(2)(h) and Florida Administrative Code 60D-13.002, and the work must be carefully phased to accommodate an active campus environment while maintaining safety and security. The qualifications submission deadline is June 29, 2026 at 1:45 PM, with a mandatory site visit and pre-response meeting for shortlisted firms scheduled for August 7, 2026 at 10:00 AM, oral presentations on September 1, 2026, and notice of intent to award posted by September 3, 2026. Evaluation criteria during Phase One include current workload (5 points), volume of FSDB and other agency work (5 points), location proximity to FSDB (5 points), Minority and/or Veteran's Business Enterprise participation (10 points), current and past business with state and local agencies (15 points), qualifications and experience of the Design-Build team (15 points), financial capability (15 points), and ability to perform contract requirements (15 points), for a maximum of 85 points. Selected firms must demonstrate adequate fixed and liquid assets and bonding capacity through audited financial statements, and cost will not be evaluated during the qualifications phase but will be negotiated after firm selection.
FSDB encourages participation from small businesses, certified minority business enterprises, and Florida certified veterans business enterprises, with minority and veteran enterprise participation weighted significantly in the evaluation process. The two-phase selection process under the Consultants' Competitive Negotiation Act will result in three to five qualified Design-Build firms being shortlisted based on qualifications, with final selection following mandatory site visits, proposal presentations, and negotiations. A Payment and Performance Bond will be required as part of contract execution. No incumbent vendors or current contractors are identified in this solicitation. Respondents are responsible for monitoring the FSDB purchasing website for amendments and addenda, and failure to comply with published changes may result in proposal rejection. All responses are considered public records unless exempt by law. While no specific budget range is provided, firms must demonstrate financial capability and bonding capacity adequate to support the guaranteed maximum price amount to be negotiated during the second phase.
