About this opportunity

Florida School for the Deaf and the Blind (FSDB) is soliciting bids under ITB-27-055 to replace two Aerco boilers with two Lochinvar boilers at the Hogle Center, building #27, in St. Augustine, with a mandatory pre-response meeting and site visit on November 18, 2026. Firms must hold a current Florida license at submittal and be registered in MyFloridaMarketPlace (MFMP). Small businesses, minority business enterprises, and Florida certified veterans business enterprises are encouraged to participate, but the source does not set aside the award for them. The listing's due-date field reads November 18, 2026, but the solicitation sets the response deadline at December 7, 2026, at 1:45 PM.

The scope covers disconnecting and removing existing electrical, gas, water, and flue connections; removing and disposing of the Aerco units; installing the Lochinvar boilers in the same location; enlarging vent piping from a 16-inch Y fitting to each boiler; and installing new double-wall stainless 10-inch duct. The electrical system moves from 460 to 208 three-phase, and gas and water piping are modified as needed. The new boilers must be compatible with Honeywell HVAC controls. The work also includes insulating all piping on completion and factory start-up after installation. Vendors must submit the Public Entity Crimes Sworn Statement, an Affidavit of Compliance with Minority and Veteran's Business Enterprise Participation, and an acknowledgment of Fieldprint badging requirements for access to school grounds. Responses also require a certificate of insurance. No bid, payment, or performance bond is required.

Responses require one original with original signatures, five copies, and one unprotected PDF on a USB drive. The estimated contract start date is January 4, 2027, in St. Augustine. Submissions are due at 207 San Marco Avenue, with bid opening at 2:00 PM the same day. Selection review occurs December 8, 2026, and the intent to award is posted December 9, 2026. Prices must remain firm for sixty days after opening. Any protest requires a bond equal to one percent of the estimated contract amount. Funding availability limits the scope of goods and services sought. Questions must be emailed to Elizabeth Nimitz, Purchasing Analyst, and Kim Whitwam, Director of Purchasing. Only procedural questions receive answers on receipt, and all others are answered on the published timeline. Respondents must check the FSDB website for addenda, and failure to comply with published changes may result in rejection.
