About this opportunity

The Wisconsin Department of Children and Families (DCF) is seeking proposals for Public Adoption Services through a competitive Request for Proposal (RFP) process. The procurement aims to maximize the capacity of the Public Adoption Program and Post Permanency Support Services across the state. Eligible proposers will provide services focused on achieving timely permanence for children in out-of-home care, specifically targeting adoption placement and finalization. The services must align with Wisconsin State Statutes, Administrative Rules, and Wisconsin's Ongoing Services Standards. Proposers will be required to demonstrate their ability to provide comprehensive adoption services, including accepting guardianship of children and adhering to DCF policies and procedures. The RFP was posted on January 5, 2026, with proposals due by March 2, 2026, giving potential bidders approximately two months to prepare and submit their comprehensive proposal packages.

The solicitation is specifically open to child placing agencies authorized by statute to provide foster home conversion adoption services, including private (non-profit and for-profit) Wisconsin-licensed Child Placing Agencies (CPA). Proposers can submit as a single agency, a county child welfare agency, or as a joint response consortium consisting of multiple public and/or private agencies. The planned adoption services must be limited to those authorized under specific Wisconsin statutory provisions (48.57(1)(e) and (1)(hm)). While specific budget ranges are not detailed in the provided documentation, the procurement suggests a strategic approach to expanding adoption services across the state. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the provided contract opportunity description. The procurement appears focused on selecting qualified agencies with proven capabilities in child welfare and adoption services to support the state's broader objectives of ensuring timely and effective adoption placements for children in out-of-home care.
