About this opportunity

Sacramento County Department of Health Services, Behavioral Health Services is conducting an open enrollment to contract with qualified psychiatrists to provide psychiatric services at Sacramento County's Youth Detention Facility, with responses due July 1, 2028. The County anticipates making multiple awards on a rolling basis as need arises and reserves the right to close enrollment earlier if capacity is reached.

Qualified providers must be licensed physicians (M.D. or D.O.) holding a current, active California medical license and board certification in psychiatry — or board-eligibility with active pursuit of board certification within one year of eligibility — with a minimum of two years of experience providing psychiatric services to children or youth. Providers may contract individually or through a qualifying medical group or organization. All applicants must successfully pass a livescan background check and comply with corrective action plans as verified by the County.

The scope includes psychiatric assessment, diagnosis, and treatment; prescribing of psychotropic medications; medication evaluation, management, and monitoring; and consultation with facility health and program staff. Services must comply with Title 15 of the California Code of Regulations, Article 8, Section 1400 (Minimum Standards for Juvenile Facilities). Dispensing and administration of medications remain the responsibility of facility health staff. Providers must be willing to provide after-hours on-call phone coverage and work in a locked juvenile detention facility.

Compensation is established at $250 per hour for on-site services and $150 per night for overnight on-call phone coverage. The total annual funding pool for YDF psychiatric services is estimated at $540,000, representing shared funding for all contracted providers. Individual contract maximums, service capacity, and funding allocations will be determined during post-award negotiations; no applicant is guaranteed a minimum funding level or service volume. All contracts begin upon execution and continue through June 30 of the current fiscal year.
