About this opportunity
The Virginia Department of Health, Office of Procurement and General Services, is seeking proposals via Quick Quote for a Pb200e Lead Paint Analyzer with accessory kit, extender pole, pre-paid resourcing service, and two-year extended warranty to support the Alexandria Health Department's lead poisoning prevention program, with bids due September 25, 2026 at 4:30 p.m. via eVA. Award priority is granted to DSBSD-certified micro or small businesses if bids are received at fair and reasonable prices within specified thresholds—$10,000 for micro businesses and $100,000 for small businesses—though the solicitation is open to all responsive and responsible bidders.
Delivery must occur within three calendar days of final payment at the Alexandria Health Department facility (4850 Mark Center Drive, 4th Floor, Alexandria, Virginia 22311). The Commonwealth requires 24-hour advance notice prior to delivery and does not permit extra charges beyond the bid price for complete installation and freight. All bidders must submit a Small Business Subcontracting Plan and provide evidence of compliance upon award. The contractor must maintain a two-year warranty on all materials and equipment against defects in material and workmanship and shall provide preventive maintenance, calibration, and testing throughout the warranty period.
Background checks may be required for contractor staff at $50.00 per individual. Payment is made upon completion of installation, testing, and acceptance by the purchasing agency, with invoices submitted by the tenth of the month following service delivery. The contract is subject to Virginia's Prompt Payment Act and may be terminated by the Commonwealth without penalty upon 60 days' written notice or by the contractor after the initial 12 months of performance upon 60 days' notice. Contract performance is scheduled from September 25, 2026 through September 29, 2026.
