About this opportunity
The Massachusetts Department of Conservation and Recreation (DCR) is issuing a Request for Quotes (RFQ) for the procurement of first aid kits and medical supplies under the statewide PSE01 contract for Category 2 Emergency Medical Services Equipment, Supplies, and Services. The solicitation seeks four distinct items: First Aid Only Right Response Bleeding Control Kits for Limb & Torso Wounds containing 13 components including windlass-style tourniquets and hemostatic gauze pads; Bleeding Control Kits with trauma pads and coagulate gauze pads; a Type I/II Class B First Aid Kit meeting ANSI/ISEA Z308.1-2021 standards with 210 components suitable for industrial workplaces serving 50-99 people; and single-use 32-ounce eyewash stations with isotonic buffered solution and three-year shelf life. Bidders must submit the mandatory Bid Response Form with pricing for each of the four items, estimated order fulfillment dates, and authorization signatures from company representatives. Questions regarding the RFQ must be submitted by Friday, April 3, 2026, with answers provided by Wednesday, April 8, 2026, at 5:00 PM. Responses are due electronically via the Commbuys system by Wednesday, April 15, 2026, at 11:59 PM, with an estimated award date of Wednesday, April 22, 2026. Evaluation criteria include best value to the Commonwealth, ability to deliver in a timely fashion, price, and prompt payment discounts, with DCR reserving the right to accept or reject any quotes, contract with some or all responding vendors, or cancel the RFQ in part or in its entirety.
This procurement prioritizes the Small Business Purchasing Program (SBPP), whereby SBPP-registered participants meeting the best value criteria will be awarded the contract, with non-SBPP participants evaluated only if no SBPP bidder meets the evaluation standards. SBPP eligibility requires the principal place of business in Massachusetts, at least one year in operation, 50 or fewer full-time equivalent employees, and gross revenues not exceeding $15 million based on a three-year average. No incumbent vendors, current contractors, or specific budget ranges are identified in the RFQ documentation. The procurement does not specify set-asides for disadvantaged enterprises, pricing terms, or funding amounts and sources. Interested vendors should direct inquiries to Callista Perry at Callista.perry@mass.gov or 617-762-6525 for additional procurement information.
