Kentucky resident bidders and qualified bidders may receive reciprocal preferences and qualified bidder preferences respectively under KRS 45A.490 and related regulations.

The scope requires qualified individuals to serve as independent hearing officers presiding over administrative proceedings involving state personnel matters under KRS Chapter 13B and KRS Chapter 18A. The Personnel Board will make individual case assignments on an as-needed basis through the Executive Director; no guaranteed volume of work is provided.

Compensation is fixed at $200 per hour with reimbursement for authorized travel expenses under 200 KAR 2:006. The initial contract term runs from July 27, 2026 through July 6, 2028, with renewal options available for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.

Technical evaluation is based on legal writing samples, hearing officer experience and knowledge of KRS Chapter 13B and Chapter 18A, availability for hearings, and interview performance, for a maximum of 1,000 technical points. Oral presentations may be required for the top 10 ranked vendors, worth up to 300 additional points (total 1,300 possible). The cost proposal carries zero evaluation points. The Personnel Board reserves the right to award multiple contracts and reject any or all proposals. Prior to award, awardees must provide proof of Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate) and Professional Liability Insurance ($1 million per claim). No offerors' conference is scheduled.
