About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids on speed limit feedback radar signs for use by the Department of Transportation and Police Department under IFB BL066-23, with bids due June 15, 2023 at 2:50 p.m. The bid deadline was extended from the original June 7 date via Addendum 1 (June 2) and further clarified via Addendum 2 (June 8). Bidders currently on the Gwinnett County ineligible source list are not eligible to submit.

The scope comprises four primary line items: 10 units of 10–13 inch portable radar driver feedback signs with lithium batteries; 10 units of 12–13 inch solar-powered signs with backup batteries; 5 units of 18 inch solar-powered signs with backup batteries; and 5 units of 12–13 inch hardwired signs. All equipment must be MUTCD compliant with dual-color displays and up to 1200-foot radar detection range. Signs must support Wi-Fi and Bluetooth data collection compatible with Android, Apple, and Windows devices, and generate traffic data reports in chart or graph format compatible with Microsoft Office. Vendors may bid on individual line items rather than all items, and the County reserves the right to award to multiple vendors. A one-day training session for up to 20 staff members is required within 60 days of contract execution, along with a seven-day test unit installation and one-year warranty covering parts, materials, and workmanship.

The initial contract term runs one year with four one-year renewal options. The initial purchase is estimated at 15 to 20 signs, with additional purchases on an as-needed basis. Delivery is required within 90 days of order, with first-year delivery by October 31, 2023. Pricing must remain firm throughout the initial term; any percentage increases for renewals must be stated at bid time and locked in as maximum allowable increases.

Vendors must carry workers' compensation, commercial general liability ($500,000), auto liability ($500,000), and umbrella liability ($1 million). Bidders must submit bids in duplicate including the bid schedule, Code of Ethics affidavit, and three references for similar projects. All bids require a signed certification of non-collusion and acknowledgment of the Instructions to Bidders. Addendum 2 must be signed and returned with the bid; failure to do so may render the bid non-responsive. Questions were due May 29, 2023 to Olivia Graves, Purchasing Associate II, at olivia.graves@gwinnettcounty.com or 770-822-8734. Award will be made to the lowest responsive and responsible bidder.
