About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids on comprehensive exterminating and pest control services on an annual contract with four one-year renewal options, with bids due July 9, 2026 at 2:50 p.m. local time and public bid opening at 3:00 p.m. via virtual meeting.

The scope encompasses preventative maintenance (PM) treatment of interior areas (public entrances, restrooms, janitorial closets, storerooms, break rooms, kitchens, offices) and exterior perimeters across multiple county facilities, plus on-demand services for pest control issues not covered under PM. Services include treatment of crawling insects (ants, roaches, silverfish, spiders, earwigs, centipedes, millipedes, beetles), flying insects (flies, mosquitoes, wasps, gnats, yellow jackets), rodents (mice and rats), wood-destroying organisms (termites and carpenter bees), nuisance wildlife (squirrels, raccoons, birds, bats), and bed bug infestations. Service frequency varies across facilities — monthly, quarterly, semi-annual, and annual — across departments including Department of Corrections, Fire Services, Sheriff's Office, Department of Support Services, Department of Water Resources, Parks and Recreation, and Police Services.

The contract term begins April 1, 2026, or upon Board approval, with firm pricing required for the initial 12 months and provision for percentage increases or decreases during four subsequent renewal periods. Pricing must be submitted on the county's fee schedule with all costs included in unit prices.

Bidders must provide three professional references for similar-sized projects within the last five years, a completed Subcontractor List, Code of Ethics Affidavit, and Contractor Affidavit verifying E-Verify participation and federal work authorization. Required insurance includes Commercial General Liability ($2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at Georgia statutory limits, and Umbrella/Excess Liability based on contract value. All service personnel must obtain criminal background clearances, wear county-issued badges, and pass security screening at secure facilities. The county requires 24-hour field response time for callbacks and callback services within 30 days of treatment at no additional charge. Award goes to the lowest responsive and responsible bidder.
