About this opportunity

The University of Hawaii Board of Regents is requesting bids on uniformed, non-sworn security guard services for Honolulu Community College under IFB 27-6057, with electronic bids due October 6, 2026 at 2:30 p.m. and questions due by September 23, 2026. Bidders must hold a current Hawaii guard agency license under Hawaii Revised Statutes Chapter 436-7 and possess a minimum of five years' experience providing security services to institutions of higher education with populations exceeding 3,000 students — a capability filter that excludes most new entrants to the sector.

The scope covers one uniformed security guard per eight-hour shift, 1,936 annual hours, seven days per week including weekends and holidays on the 10:00 p.m. to 6:00 a.m. shift at the Main Campus, 874 Dillingham Boulevard, Honolulu. The contractor must furnish uniforms, equipment, and supplies; maintain comprehensive training programs including First Aid/CPR, bloodborne pathogen safety, FEMA NIMS and ICS courses, and Federal Clery Act briefing; and provide enhanced real-time operational tracking with GPS and web-based access at no additional cost to the University. All security personnel must be at least 18 years old and currently registered with the State Department of Commerce and Consumer Affairs. Prevailing wage rates apply under Hawaii Revised Statutes Section 103-55: minimum $23.39 per hour effective July 1, 2026, rising to $24.32 effective July 1, 2027.

The contract runs from an estimated November 1, 2026 start through June 30, 2027, with one optional renewal for an additional year. The University reserves the right to terminate with 30 days' written notice if in-house security staff becomes available. Required insurance includes Commercial General Liability ($1,000,000 each occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 per person), and Workers' Compensation and Employers Liability as required by law. Award goes to the lowest responsive and responsible bidder. Site visits may be arranged by contacting Theresa DeAmicis, Safety and Security Manager, at 808-445-1482 or deamicis@hawaii.edu during business hours.
