About this opportunity
The Office of the Mayor for the City of Philadelphia is requesting proposals for American Sign Language interpretation services to constituents during virtual and in-person meetings, with proposals due October 8, 2026 at 5:00 p.m. Philadelphia time and questions due September 29, 2026.
Local Business Entity (LBE) certification and Local Impact status are considered positive factors in evaluation. The contracting officer has issued supporting documentation on local business entity certification requirements.
The scope includes ASL interpretation for both virtual and in-person meetings, with CART (Communication Access Realtime Translation) services available as needed. The contractor must demonstrate strong knowledge of Zoom and Microsoft Teams platforms. Applicants must submit hourly rate cost proposals with line-item breakdowns for all proposed services and work products. Travel costs are reimbursable only with department approval and in accordance with City policies; commuting costs are not reimbursable. The City applies Federal Government Maximum Per Diem rates.
The compensation ceiling is $99,000 total for the contract period, with monthly invoicing preferred. The contract term begins on or about November 1, 2026, with the City retaining the option to amend the contract to add up to three additional one-year terms at its sole discretion.
Award criteria include superior ability to meet requirements, prior experience, quality of proposed solution, skill and reputation, cost, administrative efficiency, and long-term cost effectiveness, with cost being a material but not sole determining factor. Selection is anticipated for October 19, 2026, with contract execution by October 30, 2026.
Award recipients must comply with Philadelphia tax requirements, obtain appropriate licenses and clearances, meet campaign contribution disclosure requirements, comply with the 21st Century Minimum Wage and Benefits Ordinance, and submit Transparency in Business disclosures.
