About this opportunity

The Department of State Hospitals (DSH) - Coalinga is conducting an Invitation for Bid (IFB #16-64004) for prosthetic and orthotic services across state hospitals. The procurement seeks a contractor to provide comprehensive medical support services, including all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance, and personnel to assist medical staff in delivering high-quality patient care. Contractors must meet regulatory standards set by Title 22 of the California Code of Regulations, the Joint Commission, and the Department of Justice. Key procurement dates include a bid submission deadline of May 5, 2016, at 4:00 PM, with a public bid opening on May 6, 2016, at 9:00 AM. Bid evaluation will be based on the contractor's proposed percentage rate applied to the current Medicare Fee Schedule, with payment terms allowing for discounts of at least one-half percent for invoices paid within 30 days. Qualified bidders must be certified to work with prosthetic and orthotic patients in California, maintain current business licenses, and possess specific insurance requirements, including $1M per occurrence commercial general liability, $1M per claim professional liability, and workers' compensation coverage.

The procurement includes set-aside designations and preferences for small businesses and disabled veteran business enterprises (DVBE), offering a 5% bid preference for certified small businesses and additional incentives of 1-5% for DVBE participation. The anticipated contract term is two years, running from July 1, 2016, through June 30, 2018, with a contract start date of July 1, 2016. While no incumbent vendor is explicitly mentioned, the contract appears designed to support medical services across California state hospitals, potentially involving multiple facilities. Bidders must demonstrate expertise in prosthetic and orthotic services, with a focus on clinical evaluations and documentation that meet stringent state and federal healthcare standards. Though specific budget ranges are not detailed, the payment structure based on Medicare Fee Schedule suggests the contract will be financially flexible and potentially responsive to service volume and complexity.
