About this opportunity
Ulster County is soliciting bids for a procurement of propylene glycol-based heat transfer fluid through Request for Bid RFB-UC25-047, issued by the Ulster County Purchasing Department. The specific procurement involves purchasing and delivering 275-gallon totes of 30% inhibited heat transfer fluid to the Ulster County Law Enforcement Center located at 380 Boulevard in Kingston, NY. The initial order requires ten totes, with the contract establishing a one-year period during which additional quantities can be ordered at the submitted unit price. Acceptable products include The Dow Chemical Company DOWFROST HD 30% and Interstate Chemical Company INTERCOOL P-300 30/70, or approved equivalents. The heat transfer fluid must contain 30% propylene glycol, include a corrosion inhibitor package and fluorescent dye for leak detection, and be compatible with multi-metal systems including aluminum, steel, cast iron, copper, and brass. The bid will be opened on July 10, 2025, at 3:00 P.M., with sealed bids due by that date and time. Evaluation will be based on the lowest responsive and responsible bid.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must comply with various requirements, including providing insurance documentation, submitting a non-collusion certification, and demonstrating compliance with the Iran Divestment Act. While the specific budget range is not detailed in the documentation, the initial order of ten 275-gallon totes suggests a moderate contract value. The procurement allows for ongoing purchases throughout the one-year contract period, providing flexibility for Ulster County's future heat transfer fluid needs. Potential vendors must be prepared to meet technical specifications, deliver to the specified loading dock, and maintain competitive pricing. The contract's structure enables Ulster County to procure additional quantities as needed, suggesting potential for ongoing business with the selected vendor.
