About this opportunity

The Louisiana Department of Health through the Office of State Procurement is requesting bids for proprietary enteral feeding supplies and equipment on a blanket order contract basis, with bids due June 16, 2026. This is a proprietary solicitation — only specified brands and models will be considered, and only literature and specifications as requested by the State will be accepted.

The scope includes feed and flush pumps with pole clamps, spike sets, nutritional formulas (Isosource, Glucerna, Jevity, Osmolite, Peptamen, TwoCal HN, Suplena, and Vital brands), EnFit syringes, gravity sets, and dual flush tubing sets across 23 line items with estimated quantities ranging from 70 to 15,000 units. The contractor must deliver a 30-day initial supply and maintain a 60–90 day warehouse supply, establish an automated reordering system, deliver within one hour of notification for routine and emergency orders (including weekends and holidays), in-service nursing staff, maintain patient-specific inventory with expiration-date monitoring, track equipment for product recalls, accept returns of unused products, and provide proof of delivery for all shipments. All products must be new and current model with manufacturer's standard warranty honored; defective items must be replaced.

The contract runs from July 1, 2026, through June 30, 2027, with two optional 12-month renewal periods at the same prices, terms, and conditions, for a maximum total contract duration of 36 months. Unit prices must be quoted F.O.B. destination with transportation and freight prepaid, including inside delivery, unpacking, assembly, and debris removal. Bidders must comply with Louisiana preference requirements for Louisiana-processed or Louisiana-manufactured products (within 10% and 7% cost thresholds respectively) and United States manufacturing preferences (5% cost threshold when Louisiana preferences do not result in award). Bids must be firm for a minimum of 60 days. Bid responses are submitted online through the LaGov vendor portal. The State reserves the right to award on an all-or-none basis to the lowest responsive, responsible bidder or to reject individual line items. Contractors must comply with HIPAA as Business Associates, maintain detailed administration records, and conduct monthly audits of patient information against primary care provider orders. The contracting office is located at 1201 N. Third Street, Suite 2-160, Baton Rouge, LA 70802.
