About this opportunity

The Texas Comptroller of Public Accounts Statewide Procurement Division is soliciting bids on proprietary chemical laboratory equipment and supplies under IFB 304T-27-175A1.1, with proposals due October 20, 2026, at 1:00 p.m. CST and questions due October 5, 2026. This is a proprietary procurement under Texas Government Code Chapter 2155.067 with single-source or brand/SKU specifications across all 50 line items.

The scope covers specialized laboratory consumables and reagents for DNA analysis, forensic applications, and drug screening, including genetic analyzer components, buffer containers, polymers, sequencing kits, DNA quantification and size standards, RapidHIT ID system cartridges, and Direct ELISA kits for detecting cannabinoids, opiates, amphetamines, cocaine, benzodiazepines, and other controlled substances. All products are manufactured by specified vendors: Life Technologies Corp. (Thermo Fisher Scientific), Promega, Qiagen, Immunalysis Corporation (Abbott), and ANDE Corporation, with designated SKU numbers and required ordering increments ranging from single units to 4,800 tests. Items require precise storage conditions (primarily 2–8 degrees Celsius; some requiring dry ice or wet ice shipping), shelf-life compliance, and compatibility with Applied Biosystems 3500 and SeqStudio Flex genetic analyzers. Expected quantities per line item range from 8 to 5,000 units based on four-year historical usage data.

The contract serves the Texas Department of Public Safety and Texas Department of Parks and Wildlife for statewide delivery. The initial term runs from Notice of Award through October 31, 2027, with three one-year renewal options exercisable at CPA's sole discretion. Pricing must be firm, all-inclusive, and fixed with FOB Destination statewide shipping; a 1.5% Texas SmartBuy administrative fee applies to all purchases. Products must be new, unused, latest model in current production, and accompanied by a 90-day or manufacturer's standard warranty (whichever is longer), with replacement of defective items within two weeks at no cost. Minimum commercial general liability insurance of $500,000 per occurrence with AM Best rating A- or better is required. Responses remain valid for 120 days after the bid due date. CPA will post answers to questions by October 8, 2026.
